Location Drivers Side Engine compartment above the fuel rail manifold
3/16 Dia Vacuum hose should Not have fuel in it, pull the hose to check.
The bad regulator will cause hard starting.

Got the fuel pump in, everything works great!
Word of caution an erratic
fuel gage is a signal of dirty fuel filter/fuel pump drawing too many amps and will soon
fail. My fuel gage did back flips for about a
year before the pump failed.

Parts Replaced: Dash Switch and 4WD Frt. Axle
Actuator
Current Symptoms:
1. Defaults to 4HI after I switch the ignition on 5 sec off
5 sec then on 10 sec., will also switch to Auto 4WD.
2. Depressing dash buttons runs 4WD Frt. Axle Actuator with
whining then vibrating grinding noise at end of cycle. Acts like the actuator is
trying to shift gears but overloads, then shuts down when trying to switch to 2Hi or 4Low.
I Checked fuses, left side drivers door and ATV under hood, OK.
Wheel Bearing & Transfer Case 4WD Encoder Motor Replaced
Replace the heater control in the fan Module, would not blow in low speed.

You can have voltage (12V) at the pump & the pump may actually make noise, but if there is no pressure & the lines & filter are clear, then replace the pump.
The only questions are, does this concern occur on both tanks & are you sure there is gas in there?
Here are a couple of tests to run.
FUEL PUMP FLOW TEST
1. Disconnect the EFI fuel feed line, then connect suitable hose to line and direct end into suitable container.
2. Apply battery voltage to the fuel pump test terminal. The fuel pump should supply 1/2 pint or more fuel within 15 seconds.
3. If fuel flow is below minimum, check for fuel restrictions. If there is no restrictions, check pump vacuum and/or pressure.
FUEL PRESSURE TEST
Start engine and observe fuel pressure reading on the fuel pressure gage. It should be 62-90 kPa (9-13 psi).

REPLACING THE FUEL PUMP
it is a fuel injected model, so the pump is inside the gas tank. you have to drop the tank, unplug the pump. you will probably need a big screwdriver, and a hammer to get the lock ring off. hit the tabs sticking up, until ring turns. after you remove ring, you can pull pump up out of tank. be sure to replace sock filter on bottom of pump. installation is reverse of above.

I did this on a 2000 GMC Sierra, so it is probably about the same. Disconnect the negative
battery terminal. When the tank is empty or almost empty you must drop the tank. The EVAP
(the EVAP is a plastic box right in front of and against the tank) must be removed (1 bolt
13mm) then unplug the 2 smaller fuel lines from the EVAP and let it hang there.
Unscrew the 3 small bolts holding the fuel fill tube after removing the gas cap. Support
the tank and loosen the 2 bolts that hold the tank straps (15mm). It will be easier to
remove the tank straps, they slip in a "T" slot. You will need to loosen a vent
line and the ground strap also since it is attached to the fill tube.
Disconnect the 2 fuel lines at the front of the tank (where the EVAP box was). Lower the
tank and reach the top of the tank and disconnect both electrical connectors. The tank
should be able to be removed from the vehicle now, you will need to snake the rubber fill
tube out from above the frame and then under the vehicle.
After the tank is out clean all the dirt and debris from around the fuel pump/sending unit
then loosen the twist lock and pull the pump/sender/float from the tank.
